Alliance submission lodged on the cleaner fuels demand mechanism
The Alliance lodges its submission to the Department of Climate Change, Energy, the Environment and Water on behalf of Australia’s operating ethanol and biodiesel producers. The submission argues for a volumetric Phase 1 commencing mid-2027, petrol retained as an obligation fuel, a national E10 and B5 outcome carried into Phase 2 as a floor, and road transport retained as the anchor market for both fuels.

DCCEEW ran a public webinar on the consultation, covering the two-phase framework and the transition from volumetric requirements in Phase 1 to a carbon intensity standard in Phase 2. The sequencing of that transition remains the central design question for producers.

Consultation opens on Securing Australia’s Cleaner Fuels Industry
The Commonwealth released its consultation paper on a demand mechanism for low carbon liquid fuels, seeking views from across the supply chain on how to drive uptake in aviation, heavy transport and mining. The paper canvasses volume-based requirements and a carbon intensity standard, and states that no decisions have been made on final design.

Fuel security package announced alongside the demand mechanism
The Commonwealth announced a fuel security package built around an Australian Fuel Security Reserve, increased minimum stockholding obligations, and a demand mechanism for low carbon liquid fuels. For producers, the significance is that domestic biofuel manufacturing has been placed inside the fuel security frame rather than treated only as a climate measure.

Producers form the Australian Biofuel Producers Alliance
Australia’s operating ethanol and biodiesel producers established the Alliance as a producer-only campaign coalition for Commonwealth advocacy. Membership is deliberately limited to producers and suppliers so that positions can be settled quickly and put with a single voice. The Alliance operates with a steering committee of member representatives and an Executive Director, keeping standing costs to a minimum.
